NTIA Prefers 5G Fixed Wireless Over Fiber For BEAD Funded Projects
Recently, the National Telecommunications and Information Administration (NTIA) has changed the rules for BEAD Funding. The NTIA, as the agency responsible for administering the BEAD Program, provides guidance for Eligible Entities (States, Territories, and the District of Columbia) to ensure American taxpayers obtain the greatest value for their broadband investment or “Benefit of the Bargain” under the BEAD Program.
The NTIA eliminated many non-statutory burdens and red tape that increased taxpayer costs, limited marketplace competition, and diverted resources away from actual deployment. One of the most significant changes to BEAD Funding requirements is in Technology Neutrality for Priority Broadband Projects, which levels the playing field and encourages Qualifiying Entities to build 5G Fixed Wireless networks rather than fiber:
“Priority Broadband Project—The term “Priority Broadband Project” means a project that provides broadband service at speeds of no less than 100 megabits per second for downloads and 20 megabits per second for uploads, has a latency less than or equal to 100 milliseconds, and can easily scale speeds over time to meet the evolving connectivity needs of households and businesses and support the deployment of 5G, successor wireless technologies, and other advanced services.”
Benefit of the Bargain Round – To ensure Entities are using a Technology Neutral approach to the sub grantee selection process, NTIA is requiring Eligible Entities to conduct at least one additional subgrantee selection round for every BEAD-eligible location “Benefit of the Bargain.” Eligible Entities must rescind all preliminary and provisional subaward selections and notify applicants that a further round of applications will be considered before final awards are made.
